Nagaland extends Inner Line Permit regime to Dimapur district
The state government of Nagaland has extended Inner Line Permit (ILP) regime to Dimapur district, which is the commercial hub of the state. Dimapur was the only district that was not under ILP regime unlike the rest of Nagaland, which came into being in 1963. The ILP regime was also extended to neighbouring Manipur with President Ram Nath Kovind signing the order in this effect. Manipur General Knowledge 2020
The Inner Line permit was extended by the Governor of Nagaland in exercise of powers conferred under Section 2 of Bengal Eastern Frontier Regulation, 1873. Earlier, on 15 February, state Cabinet had approved the proposal to extend ILP to Dimapur.
As per the notification: All non-indigenous people who have entered district after 21 November 1979 will have to obtain ILP within 90 days from 9 December 2019. However, those who have settled or have entered before 21 November 1979, and have been staying continuously, will be exempted from the ILP regime, along with his/her direct descendants.
Also, the Non-indigenous persons living in Dimapur prior to 21 November 1979 will have to produce documents to deputy commissioner for exemption. Any non-indigenous person passing through district as a transit passenger and having a valid ticket will not be required to obtain ILP.
What is ILP regime?
The main aim of ILP system is to prevent settlement of other Indian nationals in these states to protect indigenous population. Thus to visit an ILP-regime states, the outsiders, including people from other states of country, need to take permission. There are also protections for locals with regards to lands, jobs and other facilities. As of now, besides Nagaland and Manipur, the ILP regime is also applicable to Arunachal Pradesh and Mizoram.
ILP regime is applicable under Bengal Eastern Frontier Regulation, 1873, and under Section 2 of this regulation, citizens of other states require ILP for visiting these states.
What is the sudden need for ILP?
With passing of Citizenship (Amendment) Bill by parliament, there have been widespread protests in Northeast against it. According to the act, members of Hindu, Buddhist, Jain, Sikh, Parsi and Christian communities, who have come from Bangladesh, Pakistan, and Afghanistan, till 31 December 2014, facing religious persecution there, will not be treated as illegal immigrants but given Indian citizenship. Union Home Minister Amit Shah had also announced that proposed law will not be applicable to ILP regime states and areas governed under 6th Schedule of Constitution.
Note: Under 6th Schedule of Constitution, autonomous councils and districts were created in certain tribal areas in Assam, Tripura and Meghalaya. The autonomous councils and districts enjoy some executive and legislative powers.
Shipping Ministry approves Loktak Inland Waterways Project in Manipur
Union Ministry of Shipping (MoS) has approved long pending demand of Government of Manipur for development of Loktak Inland Waterways Project in the north eastern state. The request for development of this project was made by L Susindro Meitei, Chairman of Loktak Development Authority and MLA Khurai in Manipur. Manipur General Knowledge 2020
Government of India approved development of Loktak Inland Waterways improvement project under its objective of promoting the beautiful region northeast which holds a lot of opportunity for tourism purposes. The project is approved under the Central Sector Scheme (CSS) at estimated cost of Rs.25.58 crore and will give a boost to development of inland water transport connectivity in North-eastern states and will also boost tourism sector there.
About Loktak Lake:
It is the largest freshwater lake in Northeast. The lake is located at Moirang in Manipur. It is famous for phumdis floating over it which are formed naturally. Located on this phumdi, Keibul Lamjao National Park is the only floating national park in the world and is an integral part of Loktak Lake.
Manipur Sangai Festival 2019 being organised in Imphal
The 2019 edition of Manipur Sangai Festival is being organised from 24-30 November in Imphal. Every year in November, Gateway of North-East region, Manipur celebrates the ‘Sangai Festival’, which was named after the State animal, Sangai, the brow-antlered deer found only in Manipur.
About Manipur Sangai Festival;
It is one of the largest Government-sponsored tourism fests. The Festival is all about unity in diversity and a true reflection of Manipur’s saga.
It exhibits the best of Manipur, in terms of: art and culture, cuisines and music, scenic beauty of the land, handloom and fine arts, indigenous sports, eco and adventure tourism activities such as trekking, white water rafting and parasailing etc. along with its indigenous martial arts- Thang Ta (a combination Spear & Sword skills), Yubi-Lakpi (a game played with greased coconut-like rugby), Mukna Kangjei (a game that combines hockey and wrestling), and Sagol Kangjei– Modern Polo (believed to have evolved in Manipur).
Participants: This year more than 50,000 attendees including national leaders, policy makers, industry experts, business delegates and exhibitors are expected to attend festival this year. Moreover 20 countries inlucding Bhutan, Egypt, South Korea, Haiti, Myanmar, Japan, Cambodia, Laos, Maldives, Russia, Taiwan, Turkey, U.A.E., Zimbabwe, Sri Lanka, Thailand, etc. are also expected to participate this year.
Manipur Sangai Festival was started in year 2010. Since then it has grown over the years into a big platform for Manipur to showcase its rich tradition and culture to world. The festival is now labelled as the grandest festival of Manipur and helps to promote Manipur as a world-class tourism destination. The past editions of festival have been a huge success and brought a huge number of visitors from within and outside state. The Manipur Sangai Festival 2018 was organized at different locations in Imphal and Bishnupur District. This decision was made keeping in view, the increasing number of visitors to the state during festival.
Tourism Ministry organising 8th International Tourism Mart 2019
The 8th edition of ‘International Tourism Mart’ is being organized at Imphal, the capital city of Manipur from 23 to 25 November 2019. This annual event is organised in North Eastern region by Union Ministry of Tourism in association with North Eastern States.
The theme for 8th International Tourism Mart is: ‘Sustainable Tourism an engine for Economic Growth and Employment’. Manipur is hosting this mart for the second time. Earlier editions of this mart were held in Guwahati, Tawang, Shillong, Gangtok, Agartala.
The event will bring together the tourism business fraternity and entrepreneurs from the eight North Eastern States. It will also facilitate interaction between buyers, sellers, media, Government agencies and other stakeholders.
Besides deliberations on promotion of tourism in North East Region in general, the Mart will also give a platform for promoting cultural ties, providing enhanced connectivity to States of North Eastern Region with other countries in neighbourhood.
Participants: A total of 36 foreign buyer delegates from more than 19 countries namely- USA, Dubai, Oman, Australia, Canada, Cambodia, Czech, Italy, Japan, Korea, Malaysia, Saudi Arabia, South Africa, Myanmar, Spain, Thailand, UK, Vietnam, Singapore are participating in the Mart. Other participants besides foreign delegates include 49 domestic stakeholders in tourism sector from other parts of the country and 109 sellers from North Eastern States.
